Public Works

The Public Works Department is responsible for the public facilities in Medina, parks and trails, sanitary and storm sewers, the water utility, and city streets – including snow plowing.


Right of Way (ROW) Permits

Annual registration and sight specific right of way permits are required for all work done in the City right of way.  Section 410 of Medina’s City Code regulates Right-of-Way Management.

Annual Registration Requirements:

  • Annual ROW Permit Registration Form (Required Annually + $100.00 fee)
  • Certificate of Insurance naming the City of Medina as additional insured (dates must be updated annually to reflect current license year)
  • $50,000 performance bond (either the general contractor or subcontractor will need to provide)
  • To the extent known, the City is also requesting each ROW user to file a construction and major maintenance plan for underground facilities, with the locations and estimated beginning and end dates of all projects to be commenced during that calendar year.

Compost and Brush Site

Beginning on July 8, 2024 the gates to the brush/compost site will be locked at all times, only accessible to residents via access card between the hours of 7 a.m. and 7 p.m.  Access Cards are available for purchase starting on June 3, 2024 the fee is $25.00.

HOW TO REQUEST A BRUSH/COMPOST SITE ACCESS CARD

  • ONLINE: complete this form and submit payment (the access card will be mailed to the address of the resident).
  • IN-PERSON: bring proof of residency to the lower-level service window at City Hall during regular business hours (M-F 8:00 a.m.-12:30 p.m. or 1:30 p.m.-4:30 p.m.) to pick up an access card immediately.

ONLY ONE CARD IS PERMITTED PER PROPERTY

No refunds will be issued if multiple cards are requested

Use of the Compost and Brush Site is subject to the following rules and standards:

  1. The Site is only available to Medina residents and property owners and Loretto residents Access cards may only be used by the cardholder or their household members and may not be used by anyone else.
  2. Proof of Residency. Users shall have proof of residency or property ownership available while at the Site. City staff may request such proof to ensure compliance with city policy.
  3. No commercial use. Materials produced by commercial lawn, landscape, and tree businesses may not be disposed of at the Site or otherwise brought to the Site regardless of the location where the material originated from or the location of the business.
  4. In addition to any other action permitted by law, City staff may deactivate card access and prohibit use of the Site by any person who violates applicable rules and policies.
  5. All materials brought to the Site must be separated, debagged and unloaded in the proper locations. No material may be left in bags, including compostable bags.
  6. All bags must be removed by the user (plastic, paper, compostable). No trash receptable is available and no bags shall be left at the Site.
  7. Regular Hours – 7 a.m. to 7 p.m., seven days per week
  8. Accepted Materials: Leaves, Grass Clippings, Spring and fall rakings/thatch, Vegetative garden, waste (stalks, stems and leaves, no food), Shrubs (no roots), Sod, Christmas Trees, Straw and hay (string removed and broken up)
  9. Prohibited Materials consist of all materials not expressly listed as accepted materials above, including, without limitation, the following: Logs/branches greater than 12” in diameter, Stumps, Roots, Bags (plastic, paper, compostable), Rock

Directions: Located at City Hall, 2052 County Road 24.  Residents must enter through the security gate adjacent to the lower-level parking lot and watch for signage for the compost site (located on the south or left-hand side) or the brush site (located on the north or right-hand side).  Residents must exit onto County Road 24 by SLOWLY approaching that security gate.  VIDEO SURVEILLANCE CAMERAS ARE IN FORCE 24/7.


Spring Clean-Up Day

Compliant with Minn. R. 7090 and Medina’s MS4 (stormwater permit), each year, on the last Saturday in April, Public Works sponsors a city-wide clean-up day.  The City of Medina subsidizes the cost associated with the removal of items typically dropped off at landfills; offering residents a great opportunity to rid themselves of old appliances, electronics, tires, and other items at a reduced cost.  More information on what materials are accepted, fees, hours, and other offerings (i.e. free document shredding, subsidized tree sale, drug take-back, free lunch) will be posted on this website prior to the event.


Spring Road Restrictions

Each spring, the majority of City roads are restricted to a four-ton axle weight limit, which eliminates most truck traffic on City roads. It is important to plan ahead if truck deliveries are needed. Weight restrictions are usually in effect early spring through mid April or May, but the determination will come as the weather conditions improve. These restrictions are necessary to prevent damage to the roads when the frost comes out and road sub-bases are saturated with water.


Snow Plow & Ice Control Policy

The City adopted the attached Snow Plowing and Ice Control Policy to define and provide reasonable snow plowing and ice control services on City roads for routine travel and emergency services and to provide such services in a safe and cost-effective manner while balancing personnel resources and environmental concerns.

Mailboxes—Please check your mailbox for sturdiness and get repaired as needed, as the City is not responsible for mailboxes damaged by snow being pushed off the roads.

Garbage/Recycling—On garbage and recycling days, please place receptacles out of the way so they will not be hit when snow is being plowed.

Winter Parking –City Code 340.05 prohibits parking on any public street from November 1st through March 31st during the hours of 1:00 a.m. – 6:00 a.m. If at all possible, the City plow crew would appreciate having no vehicles parked on City streets when snowfall occurs during the daytime to allow for better plowing services down your streets.

SidewalksCity Code No. 420 regarding sidewalks states that no property owner, with a sidewalk in front of their home for public use, shall allow any accumulation of snow or ice to remain longer than 12 hours after the snow or ice has ceased to form thereon.  Any owner or occupant who fails or refuses to remove such ice and snow shall be guilty of a misdemeanor and shall be subject to the penalties listed on the above city code.  Please be a good neighbor and make sure that the sidewalk in front of your residence gets cleared in a timely manner

Fire Hydrants – We need your help in keeping fire hydrants near your home cleared of snow to allow for quick access for firefighters in the event of a fire.  Please take a minute to locate the nearest hydrant to your home and remember to clear the snow all the way around the hydrant after each snow fall.

Street Lights

Most streets lights within the City of Medina are Xcel Energy’s responsibility to repair or replace bulbs, however, in some developments the homeowner association is responsible. Please check with your association prior to reporting a street light issue.
